  • Thailand's Casino Plans Worry Philippine Gaming Chief

    PAGCOR head Alejandro Tengco warns that Thailand's casino legalization efforts pose a significant threat to the Philippine gambling industry due to Thailand's strong tourism appeal. As Thailand works double-time to legalize casinos in the kingdom, the chief of the Philippines’ gaming regulator believes that this will threaten the country’s own casino market. In an interview with reporters, Philippine Amusement and Gaming Corporation (PAGCOR) President Alejandro Tengco described Thailand’s own tourism landscape paired with this proposal to legalize casinos as a “big threat.”  The bigger picture: Just how large is the Philippines in gambling? The Philippines is Asia’s second-biggest gambling market, with only Macau being larger. Locals enjoy more liberalized rules, which offset a ban on offshore casino operations last year.  Tengco believes land-based casinos will continue to lose customers to online gambling sites. "We expect both online and physical gaming to reach equal footing within the next 2-3 years," he said. More players who previously used unregistered sites are now joining legal platforms. Gross gaming revenue in the Philippines could grow by as much as 17 percent this year, on a rise of electronic gaming and contributions from improving results at integrated resorts. Tengco said GGR could range between PHP 450 billion and PHP 480 billion ($7.77 billion - $8.3 billion) this year. This is an increase from PHP 410.5 billion ($7.08 billion) last year.  Currently, Thailand’s government, led by Paetongtarn Shinawatra, is moving to legalize casinos within integrated resorts. The proposal eyes expensive entry fees for locals to discourage excessive gambling, citing societal concerns. Additionally, Thailand, which holds the position of the second-largest economy in Southeast Asia after Singapore, is aiming to enhance its tourism sector by leveraging casino resorts to attract more international visitors and boost its global ranking as a top travel destination. The gaming industry makes up more than half of Philippines’ tourism earnings. If Thailand allows casinos, it could hit the Philippines hard. Right now, about 30% of foreign visitors in the Philippines go to casinos. Many come from China, South Korea, and Japan.   • 453 Arrested at Illegal POGO Hub in Pasay City Raid

    Police raid an illegal POGO hub in Pasay City, arresting 453 people, including 401 foreigners. Philippine police conducted another large operation against an illegal POGO hub in Pasay City, resulting in the arrest of 453 individuals involved. The illegal group consisting of 401 foreigners and 52 Filipinos which ran online scams targeting both local and foreign victims. Company Persisted Operations Despite Ban The company occupied the 6th to 10th floors of a building in Paranaque, just a few miles away from the Philippines’ largest gateway. The location had been ordered closed before on two floors but kept running.  "We found they were still operating despite our earlier closure orders," said a police spokesperson. Evidence of Widespread Scams Police found thousands of SIM cards, text messaging machines, computers and other devices. There were also records of fund transfers which authorities are linking to love scams and fake investment schemes. Unlike previous raids that mostly targeted foreign victims, evidence showed many Filipino victims as well. Foreigners caught during the raid tried to hide in bathrooms and air conditioning ducts. The Bureau of Immigration is now checking their legal status in the country. Government Response Pasay City Mayor Emi Calixto-Rubiano immediately ordered the business shut down.  “Mayroon kaming activities dito, recorded, kung how frequent namin binibisita ang mga lugar na nagkakaroon ng POGO dati at ngayon, closed na namin. Pero siguro, gano'n talaga, parang aso’t-pusa, hindi lang sa POGO, sa vendors, etc. Pag ini-inspect, nawawala,” she told reporters.  (We’ve recorded activities of how often we’ve visited sites which have POGOs. Now we’ve shut them down. But I guess it’s like a cat and mouse race between POGOs, vendors, et cetera. If we inspect them, they disappear.)  This is the second operation in less than a week where authorities were able to seize hundreds of people. On February 21, police also raided an alleged scam hub in neighboring town Paranaque City.  Police will examine all digital evidence to understand the full scope of the operation. The gaming regulator PAGCOR has stepped up monitoring of previously closed businesses to prevent them from reopening. Vigilance urged President Ferdinand Marcos Jr. in 2024 ordered a ban on offshore gaming operations, triggering widespread raids against companies that have kept their operations obscure. They use phone numbers falsely registered under their names: +63951-7359836 (falsely linked to Mr. Tengco) +63938-2857343 (falsely linked to Ms. Eisma) The scammers try to trick people and businesses by offering fake rewards or other promises. A Philippine gaming regulator has issued an alert to the public to beware of fraudulent website online that falsely claims to issue gaming licenses and accreditation. Philippine Amusement and Gaming Corporation (PAGCOR) in a statement warned against a website that operates under the domain name www.pagcorphilippines.com .  In the statement, PAGCOR Chairman and CEO Alejandro H. Tengco urged the public to refrain from downloading anything or transacting through the website.  He warned that the website was “definitely not from PAGCOR.”  “All its contents are spurious,” he said.  What’s inside the fake website?  Asia Casino News has verified that the site is still up and running as of writing.  The website contains misleading information intended to mislead individuals wanting to apply for legitimate gaming licenses. The website also showed a fake sample document of Pagcor certifying a "KLB99 Philippines" with the authority to operate. ‘Strategic Timing’  Tengco noted that the website was launched on February 22, a Saturday, a time when PAGCOR offices were closed. He pointed out that the timing was strategic, aimed at deceiving those unfamiliar with PAGCOR’s operating schedule. “It is clearly intended to fool people, particularly those who are seeking licenses to operate from PAGCOR,” he said.The website contained forms bearing a forged signature.  PAGCOR to Go After Fraudsters PAGCOR has also reported the incident to the proper authorities.  “We have reported this incident to the Department of Information and Communications Technology ,” Tengco said.  “We are also working to identify the persons behind this fraud and we shall go after them with the full force and extent of the law.” Verifying PAGCOR transactions PAGCOR urged individuals and businesses to transact only through www.pagcor.ph , its official website.
