    Belle Corp is developing a Clark Integrated Resort, expanding its gaming footprint in the Philippines. This move highlights confidence in the growing local market. Belle Corporation is betting big on the future of gaming in the Philippines, particularly in Clark, Pampanga, as the former US air base transforms into a new hub for tourism and entertainment.  In a Philippine Stock Exchange disclosure published January 9, the company announced plans to develop an integrated resort in the area, signaling its confidence in the continued growth of the domestic gaming market. In a July 2024 filing with the Philippine Stock Exchange, Belle confirmed that gaming-focused investment companies under its 98.26%-owned subsidiary, Premium Leisure Corp. (PLC), have officially applied for a gaming license from government regulators. This move underscores Belle’s strategic focus on expanding its footprint in the Philippine gaming landscape. “We remain upbeat on the Company’s growth prospects and bullish on the Philippine gaming market and its resilience despite industry headwinds,” said Belle President and CEO Armin Raquel Santos. He further added that Belle, through its gaming subsidiaries, is actively exploring and pursuing related ventures and high-growth opportunities within the gaming sector, with the goal of enhancing shareholder value and meeting its commitments to all stakeholders. Belle Corporation has been a significant player in the Philippine gaming and casino industry for years. Its involvement is primarily centered around its stake in the Entertainment City development in Manila, a large-scale gaming and entertainment complex envisioned to rival Macau and Las Vegas.  Belle’s flagship involvement is through its lease of the land and buildings housing City of Dreams Manila to Melco Resorts and Entertainment (Philippines) Corporation. While Melco operates the casino and resort, Belle benefits from lease income and also earns a share of gross gaming revenues through its majority ownership of PLC, which has an operating agreement with Melco's subsidiary, Premium Leisure and Amusement, Inc. This structure allows Belle to participate in the lucrative gaming market without directly managing casino operations. The move into Clark represents a strategic diversification for Belle. Clark has been steadily gaining traction as a new center for tourism and investment, driven by government efforts to develop the area’s infrastructure and attract businesses. The establishment of integrated resorts in Clark is seen as a key component of this strategy, aiming to attract both local and international tourists. Clark, with its proximity to Metro Manila and its existing international airport, is considered a prime location for this expansion.   • Okada Manila Operator Named IGSA Member

    Okada Manila's operator joins the International Gaming Standards Association (IGSA) as a silver member alongside industry giants like Intel and Konami. Okada Manila operator Universal Entertainment Corporation (UEC) is now a member of the International Gaming Standards Association.  UEC's logo was included in the list of current members as of January 8 as a "silver member," side by side with the likes of Intel and Konami Gaming. The formal announcement was uploaded on their LinkedIn page, past midnight of January 8 (GMT+8 time.)  Mark Pace, who heads IGSA, said the organization was “very excited” to welcome UEC, adding that their standards “can play a significant role in Universal’s growth." Primarily known as a leading Japanese developer of pachislot and pachinko machines, UEC also owns the Okada Manila integrated resort in the Philippines.  IGSA described UEC as a “leading provider of Pachislot & Pachnko machines and peripheral equipment.     Fontana Resort and Country Club in Clark Freeport Zone has been ordered to cease operations indefinitely, impacting its hospitality and gaming services. Clark Freeport Zone's Fontana Resort and Country Club has been ordered to cease operations indefinitely, the Clark Development Corporation (CDC) announced late night of January 7.  CDC issued a Cease-and-Desist Order (CDO) on January 6, 2025, against Fontana Development Corporation (FDC) and Fontana Resort and Country Club, Inc. (FRCCI), citing significant breaches of their contractual obligations. This closure comes amidst  controversies surrounding the resort, including recently unpaid wages to hundreds of its workers since November last year.  The order means the immediate halt of all operations within the leased area, including the 52-hectare property managed by Korea Country Club, Inc. (KCCI). This suspension will remain in effect until FDC and FRCCI fully comply with their contractual agreements with the state-owned CDC.    CDC said Fontana consistently failed to meet its financial obligations, commitments in the lease agreement, and safety regulations. These safety regulations include the Fire Code and the National Building Code. The order arrives on the heels of several controversies that have plagued Fontana in recent years. Notably, the resort has faced allegations of unpaid wages to its workers, leading to labor disputes and protests. These allegations have painted a picture of financial mismanagement and disregard for employee welfare. Fontana was embroiled in a separate controversy at the height of the COVID-19 pandemic. Reports surfaced that the resort had established a makeshift hospital exclusively for Chinese nationals who had contracted the virus. This revelation sparked public outrage and raised concerns about preferential treatment and potential breaches of quarantine protocols. The incident further damaged the resort's reputation and raised questions about its adherence to national health guidelines. This shutdown marks a significant development for the Clark Freeport Zone's tourism and leisure sector. The indefinite closure of Fontana Resort, compounded by its history of controversies, will undoubtedly impact local businesses and employment.  The CDC's decisive action, however, underscores the importance of adhering to contractual obligations and prioritizing public safety within the zone. The future of Fontana Resort remains uncertain, pending FDC and FRCCI's response and their ability to rectify not only the contractual violations but also the deep-seated reputational damage stemming from its past controversies. NUSTAR Resort & Casino is part of RLC's latest projects, boasted as the "only ultra-luxury hotel outside of Metro Manila." The effect of the leadership change in RLC to NUSTAR remains unseen, as his future role as Chairman and CEO of Universal Hotels and Resorts Inc. remains uncertain. "With Mybelle Aragon-GoBio at the helm, we are poised to embark on a new era of transformative growth and innovation. Her commitment to synergy, customer-centricity, and operational excellence will undoubtedly strengthen RLC’s leadership in the real estate industry and deliver even greater value to our stakeholders," RLC said in a statement. Robinsons Land Corporation (RLC) recently announced a planned investment exceeding Php10 billion (US$178 million) for hotel development over the next few years. This includes the newly launched NUSTAR Hotel at NUSTAR Resort, positioned as a "lifestyle brand" that integrates local culture with art and design to offer a distinct, approachable luxury experience. Aragon-Gobio is set to become RLC's first female president and CEO. This decree permitted select Vietnamese citizens, meeting specific financial criteria, to gamble at designated casinos. Corona Resort & Casino was the sole venue operating under this program since its launch in 2019.   A notice on the resort's website confirmed the suspension is "to ensure full compliance with current legal regulations while preparing for adjustments in accordance with future policies."  The resort assures that international customers will not be affected and can continue to access casino services. They also emphasized their commitment to preserving benefits for Vietnamese customers during the suspension period and promised to provide timely updates as new regulations are issued. Prior to this pilot, gambling was largely illegal for Vietnamese citizens, with exceptions for state lotteries and some sports betting. Several casinos cater exclusively to foreign passport holders. The pilot program introduced specific economic criteria for local gamblers, details of which were not publicly disclosed. The 2017 decree introducing the pilot program was initially intended to run for three years. However, its implementation coincided with the opening of Corona Resort in 2019. This meant the program's operational period was shorter than originally planned.   Reports from VietNamNet in August and confirmed in November indicated that authorities intended to maintain the program until at least the end of the calendar year.   • PH Resorts Partners with EEI Corp on Emerald Bay Resort Casino

    If the deal pushes through, construction firm EEI Corp. will finance, construct and complete the 5-star Emerald Bay Resort and Casino project in Lapu-Lapu City. PH Resorts Group Holdings Inc. (PHR), the hospitality and gaming arm of Udenna Corporation, has taken a significant step toward completing its long-delayed Emerald Bay Resort and Casino project in Mactan, Cebu. In a filing with the Philippine Stock Exchange (PSE) on December 9, 2024, the company announced the signing of a Memorandum of Understanding (MOU) with EEI Corporation to finance, construct, and complete the $300-million integrated resort.  The Emerald Bay project, spearheaded by PHR and its subsidiaries Lapulapu Leisure Inc. and Lapulapu Land Corp., has faced numerous hurdles since its inception in 2017. Emerald Bay was envisioned to be Cebu’s second integrated resort after NUSTAR. However, the 5-star integrated resort faced significant setbacks during the COVID-19 pandemic due to financing challenges. This collaboration with EEI is expected to breathe new life into the ambitious venture, which aims to be a premier gaming and resort destination in the Visayas-Mindanao region.    Under the terms of the MOU, EEI Corporation will play a pivotal role in financing and completing the Emerald Bay project, contingent upon the finalization of definitive agreements and securing regulatory approvals. EEI, partially owned by RYM Business Management Corp. — a company linked to Speaker of the House Martin Romualdez — is well-positioned to advance the development of this landmark project.   The Emerald Bay Resort, spanning 13.5 hectares in Punta Engaño, Lapu-Lapu City, is envisioned to feature a five-star hotel with 838 rooms, including five luxury villas. The gaming floor is expected to include 1,186 electronic gaming machines and 146 table games. Additionally, the property will house a retail complex, an 8,000-square-meter convention center, and 18 dining establishments.  Challenges and Setbacks   The Emerald Bay project has faced a series of challenges over the years, ranging from financial setbacks to failed partnerships. In November 2024, PHR reported a net loss of P392.9 million ($6.7 million) for the nine months ending September 30, a significant improvement from its P2.2 billion ($37 million) loss in 2023. However, the company remains financially strained, with liabilities exceeding assets by P12.55 billion ($214 million) and a deficit of P7.22 billion ($123 million).   Previous attempts to secure investment for the project have fallen through. In 2022, PHR’s subsidiary, PH Travel, signed a term sheet with Bloomberry Resorts Corporation for potential investment, but the deal was abandoned in March 2023. A separate agreement with Tiger Resort Leisure & Entertainment Inc., the operator of Okada Manila, was terminated in July 2024.   The partnership with Philippine construction firm EEI Corporation represents a turning point for the Emerald Bay project. Dennis Uy, Chairman of PH Resorts and a known ally of former President Rodrigo Duterte, has been facing some financial difficulties with some of his companies such as Phoenix Petrolum and PH Resorts. The resort is a cornerstone of Udenna Corporation’s hospitality portfolio and is expected to position Mactan, Cebu, as a key player in the global gaming and tourism industry.
