Philippine Casinos Sever Ties with Junkets Amid Murder Probe

Major casinos respond to AMLC investigation into junket operators' alleged involvement in kidnapping and murder.

Two of the Philippines' largest casinos, Okada Manila and Solaire Resort & Casino, have terminated their partnerships with VIP junket operators 9 Dynasty Group and White Horse Club. This decision follows allegations linking these junkets to the kidnapping and murder of businessman Anson Que and his driver, Armanie Pabillo. 

Que and Pabillo were last seen on March 29, 2025, in Valenzuela City. Their bodies were discovered on April 8 in Rizal province. Investigations revealed that ransom payments totaling approximately $3.7 million were funneled through accounts associated with the aforementioned junket operators.

The Anti-Money Laundering Council (AMLC) has launched a probe into the financial transactions of these junket operators, suspecting their involvement in laundering ransom funds. The AMLC's investigation extends beyond the immediate perpetrators to include casino players within the junket operations who may have received portions of the ransom through electronic wallets. 

In response to these developments, the Philippine Amusement and Gaming Corporation (PAGCOR) has reiterated its commitment to maintaining the integrity of the gaming industry. PAGCOR emphasized the importance of stringent compliance measures and has pledged to enhance oversight of junket operations to prevent similar incidents in the future.

This incident underscores the need for robust regulatory frameworks and vigilant enforcement to safeguard the reputation of the Philippine gaming sector. As investigations continue, industry stakeholders are urged to review and strengthen their compliance protocols to ensure alignment with international anti-money laundering standards.
