Hippos ATG Oy says it has secured a gambling licence covering horse racing betting, sports betting and online casino games, positioning the Finnish joint venture to enter the country's regulated market when it opens on 1 July 2027.

The approval, announced on 19 October, brings together Swedish betting operator AB Trav och Galopp (ATG) and Suomen Hippos, Finland's national organisation for harness racing and horse breeding. Each partner owns 50% of the company.

Hippos ATG intends to begin offering its products when the new licensing framework takes effect. The licence does not permit an earlier launch, and the operator must comply with the applicable requirements before commencing business.

The development adds another prospective entrant to Finland's preparations for replacing its existing gambling monopoly with a licensing system for selected betting and online gaming products.

Hippos ATG Finland licence prepares operator for market entry

The Hippos ATG Finland licence covers three product areas: horse racing betting, sports betting and online casino games. The combination brings the partners' respective strengths in wagering operations and Finnish horse racing into a single business ahead of the regulatory transition.

ATG has operated in Sweden since 1974 and entered Denmark in 2019, according to published company information. Suomen Hippos represents Finland's trotting and horse breeding sector, giving the venture a domestic connection to the racing industry.

Hippos ATG chief executive Mikael Bäcke said the company had invested considerable resources in preparing its Finnish operations. Its preparations include responsible gambling procedures, anti-money laundering controls, information security, technical compliance, internal controls, risk management and corporate governance.

These areas will be important as operators prepare to work under the incoming framework. Receiving a licence is a significant step, but it does not remove the need to meet operational and supervisory obligations before services can begin.

Finland's gambling market opens on 1 July 2027

Finland's reform will introduce competition in several gambling segments from 1 July 2027. The Finnish Government has confirmed that betting, online casino games, online slots and online money bingo will move into a licensing system.

State-owned Veikkaus Oy will retain exclusive rights over lottery-type games, scratch cards, physical slot machines and land-based casino games. The reform therefore changes the structure of the market without removing Veikkaus from every gambling category.

The National Police Board began accepting licence applications on 1 March 2026 and is responsible for licensing during the transition. The Finnish Supervisory Agency is scheduled to assume licensing and oversight responsibilities when the new system begins.

Under the new framework, companies must secure the appropriate authorisation before offering gambling services. The start date is also relevant to marketing: operators cannot treat an advance licence announcement as permission to launch products before the legal opening.

The government has said the reform aims to direct more gambling activity into nationally regulated services while improving oversight and reducing gambling-related harm. The new rules include player-protection obligations and restrictions on how licensed operators may advertise.

Licence interest points to a competitive launch

The Hippos ATG announcement follows a growing queue of businesses preparing for Finland's regulatory change. The National Police Board reported receiving 75 gambling licence applications by 22 September 2026, up from 50 in June.

That figure signals substantial industry interest, although applications should not be confused with approved licences or a final count of operators that will launch on opening day. Applications may also relate to different authorisations, so the total does not necessarily represent an equivalent number of separate companies.

Wildz Group announced earlier in October that it had received a licence for the forthcoming market. Hippos ATG's announcement adds another publicly identified entrant, although the regulator had not published individual licence decisions in the reports available at the time of writing.

The distinction matters when assessing the market's readiness. Company announcements provide information about individual applicants, but a complete picture of approvals, conditions and outstanding applications depends on official regulatory disclosures.

For operators, preparation also involves commercial decisions beyond licensing. Businesses must organise local operations, implement compliance systems and establish product and technology arrangements before the market opens. They will also need to compete within Finland's advertising restrictions and player-protection rules.

Horse racing sector could benefit from the partnership

Hippos ATG has said its business model is intended to support Finnish horse racing and breeding. Published reporting on the venture describes a profit-distribution arrangement under which 60% is allocated to Suomen Hippos and 40% to ATG.

The arrangement could give the Finnish racing sector a direct financial interest in the joint venture's performance. However, the actual benefit will depend on the company's results after launch and the operation of its distribution model; it should not be treated as guaranteed funding.

The partnership also creates a bridge between a domestic racing organisation and an established Nordic betting operator. Whether that combination translates into a durable market position will depend on customer demand, compliance, product execution and competition once multiple licensees can operate.

What happens before Finland's launch?

The next phase is implementation rather than immediate commercial activity. Hippos ATG must continue preparing its services for the July 2027 start date, while regulators work through applications and establish supervision under the new system.

The opening will provide a clearer view of how many operators are ready to enter at launch and how competition develops across betting and online casino products. Application totals alone cannot answer those questions.

For now, Hippos ATG's announcement establishes its stated intention to enter the market with a licence covering racing bets, sports betting and online casino games. The broader significance will become clearer as Finland publishes further regulatory information and the launch date approaches.
