  • PH Electronic Gaming Sector GGR Hits ₱94.61B in Q3 2024

PAGCOR says the electronic gaming sector drove 2024 Q3 growth, with revenues surging over five-fold to P35.71 billion, up from P6.32 billion last year.  The Philippine gaming industry registered double-digit growth in revenues in the third quarter of 2024, with total gross gaming revenues (GGR) reaching an impressive P94.61 billion. This marks a 37.52% increase compared to the same period in 2023. The increase was largely attributed to a massive surge in the electronic gaming sector, which more than offset declines seen in other traditional gaming areas.  The Philippine Amusement and Gaming Corporation (PAGCOR) highlighted that the substantial growth in the gaming sector was primarily driven by the booming electronic gaming segment. Revenues from electronic gaming soared to P35.71 billion, up an astounding 464.38% from P6.32 billion in the same quarter the previous year. This surge reflects the growing shift towards digital and mobile-based gaming experiences, which have increasingly captivated players in the Philippines. PAGCOR Chairman and CEO Alejandro Tengco called the performance of the electronic gaming sector “phenomenal,” emphasizing that this surge in revenue underscores the expanding role of modern technology in shaping the future of gaming and entertainment.  “The electronic gaming sector recorded a phenomenal increase of 464.38% from last year,” said Tengco in a PAGCOR statement released on November 14, 2024. “This impressive performance is a strong indication that the use of modern technology and mobile gadgets in gaming and amusement will continue to play a pivotal role in shaping the future of gaming.” Tengco’s optimism about the sector’s future is well-founded. As technology becomes more integrated into daily life, it is expected that electronic gaming will continue to grow. The widespread use of smartphones, tablets, and other mobile devices has made online and mobile gaming increasingly popular, and PAGCOR expects this trend to accelerate in the coming years. By the end of 2024, PAGCOR anticipates the electronic gaming sector will contribute as much as P78 billion in license fees alone. This is expected to be a major boost in achieving the agency’s ambitious revenue target of P100 billion for the year.  While electronic gaming saw explosive growth, the country’s traditional gaming sectors did not perform as strongly. Licensed casinos, which still account for the largest share of the country’s gaming revenues, saw a slight decline.  In the third quarter of 2024, casinos licensed in the Philippines, including Manila’s Entertainment City and regional centers like Clark and Cebu, generated a total of Php50.72 billion in gross gaming revenues. This marks a 2.27% decline compared to the same period last year, but represents a 4.9% increase over the previous quarter ending in June. Casino Filipino, the state-run casino operator under PAGCOR, recorded a more significant drop, with revenues falling by 26.32% to P3.64 billion, down from P4.94 billion in 2023. The decline in casino revenues is a sign of the shifting dynamics in the Philippine gaming landscape, where digital and electronic gaming increasingly attract a larger share of the market. PAGCOR also reported a downturn in its bingo operations. Revenue from bingo games reached P4.52 billion in the third quarter, a decrease of 19.43% from the P5.61 billion generated during the same period in 2023. This reduction in bingo revenue mirrors the broader trend of players gravitating towards digital platforms, where they can enjoy gaming experiences that offer greater convenience and variety. Despite the decline in certain sectors, the overall performance of the Philippine gaming industry has been encouraging, with total GGR for the quarter exceeding expectations. The rise in electronic gaming has proven to be a key driver of growth, and PAGCOR remains confident that this trend will continue in the future.  PAGCOR’s Chairman emphasized that the success of the electronic gaming sector is not a short-term phenomenon but part of a larger, ongoing transformation within the gaming industry. He predicts that as technology continues to evolve, electronic gaming will become an increasingly integral part of the entertainment landscape.  "By year-end, we expect this sector to generate as much as P78 billion in license fees alone, substantially contributing to the realization of our P100 billion revenue target for 2024,” Tengco said. The Philippine gaming industry’s third-quarter performance aligns with global trends, where digital gaming has increasingly taken center stage. As more players embrace mobile gaming, particularly in markets like the Philippines, operators are focusing on improving technology and offering more user-friendly, immersive gaming experiences. Looking ahead, PAGCOR’s optimistic projections suggest that electronic gaming could play an even larger role in the industry’s future. The anticipated P78 billion in license fees from the sector by year-end represents a substantial contribution to PAGCOR’s revenue goals.   Read related article: PAGCOR Projects P350 Billion GGR by End of 2024

  • Macau Forecasts $29.7 Billion in Gaming Revenue for 2025

The Macau government forecasts 2025 gross gaming revenue to reach MOP240 billion ($29.7 billion), signaling continued recovery in gaming and tourism. The Macau government is forecasting a significant resurgence in its gaming industry, with an ambitious target of MOP240 billion ($29.7 billion) in gross gaming revenue (GGR) for 2025. This estimate, part of the recently released 2025 Fiscal Year Budget Proposal, highlights the region's confidence in its post-pandemic recovery. The projected GGR represents an over 20% increase from 2023’s estimated $24.5 billion, indicating a strong rebound in Macau’s primary economic driver—tourism and gaming. The proposed fiscal budget for 2025 in Macau projects total revenues of MOP121.09 billion (approximately $15 billion), with anticipated expenditures of MOP113.38 billion ($14.1 billion), resulting in a projected surplus of MOP7.7 billion ($954 million). As of October 2024, Macau’s gross gaming revenue (GGR) has reached MOP190.1 billion ($23.7 billion), reflecting a 28.1% increase compared to the same period in 2023. However, Macau’s gross gaming revenue for 2025 is still 23% behind the GGR for the same months in 2019, which stood at MOP246.9 billion ($30.8 billion). There is a projected rise of 13% from the initial budget for 2024, according to the news outlet Macau Business. Gaming taxes and profits taxes are expected to contribute MOP84 billion ($10.4 billion) and MOP6.83 billion ($852.5 million), respectively. Macau's recovery is underpinned by a surge in international travel, relaxation of COVID-19 restrictions, and robust infrastructure improvements aimed at attracting a diversified pool of visitors. The SAR's strategic focus is now on broadening its economic base, including initiatives to develop non-gaming attractions like integrated resorts, family-friendly entertainment, and convention centers. With a consolidated revenue target of $15 billion, the Macau government's financial plan for 2025 shows a strong belief in economic recovery. Both the gaming and non-gaming industries are driving this forecast, indicating efforts to diversify outside of the conventional casino sector. In addition, the government anticipates a budget surplus of around $1 billion, demonstrating fiscal stability following years of economic difficulties brought on by the pandemic. These projections highlight Macau's strategic focus on boosting infrastructure, reviving tourism, and lowering reliance on gambling in order to achieve sustainable growth. Despite the government's optimistic forecast, financial analysts like those from Bank of America have provided slightly lower estimates of around $28.5 billion for 2025. This caution is due to uncertainties related to regulatory changes, such as the potential impact of China's tightened oversight on money flows and currency exchanges. These regulations could affect the VIP gaming segment, traditionally a substantial revenue contributor for Macau. Macau's tourism recovery has been notable, with the number of visitors expected to reach pre-pandemic levels by mid-2025. Analysts anticipate over 35 million visitors next year, buoyed by increased flights, relaxed visa requirements, and promotions targeting mainland Chinese tourists. The mass-market gaming sector, which includes slot machines and lower-stakes table games, is expected to outperform the VIP segment, accounting for approximately 65% of the total GGR. This shift reflects changing consumer behavior and the government's push for a more stable and diverse gaming revenue stream. As part of its long-term economic strategy, Macau is diversifying into non-gaming sectors. Recent investments in tourism infrastructure include a $1.5 billion upgrade to its airport, expanding its capacity to accommodate the growing influx of visitors. The government is also promoting large-scale conventions, entertainment events, and shopping festivals to increase Macau's appeal as a global leisure destination beyond casinos. This balanced approach aims to reduce the city’s reliance on gaming revenue, which historically accounted for more than 80% of its total income. By integrating non-gaming attractions, Macau hopes to attract families and younger demographics, tapping into new markets for sustained growth. Additionally, the 2025 event will feature 750 affiliates, fueled by a significant rise in affiliate and marketing professional participation, which saw nearly 50% growth in 2024.  The organiser has redesigned the show floor to maximise exposure for exhibitors and sponsors aiming to capture the attention of iGaming market leaders from Malta and Europe, who accounted for 39% of the event’s audience in 2024. The repositioning of SBC Summit Malta strategically integrates it with SBC’s global portfolio of industry-leading events. This includes SBC Summit Rio (25-27 February), the essential gathering for the Brazilian gaming industry; SBC Summit Americas (13-15 May), connecting stakeholders across North and South America; SBC Summit Tbilisi (15-16 October), focusing on the rapidly growing markets of Eastern Europe and Central Asia; and the flagship SBC Summit in Lisbon (16-18 September), which attracts global gaming leaders. “By aligning SBC Summit Malta with these established events, SBC is creating a cohesive global ecosystem of gaming conferences that deliver exceptional value to participants. The repositioning enhances Malta’s role as a key player in the industry landscape while reinforcing SBC’s commitment to providing a unified platform for innovation, collaboration, and growth across all gaming verticals,” Sojmark commented.
