Most Common Gambling Crimes The most common gambling-related offenses in 2024 were: Theft (22.9%) Loan sharking (17.3%) Illegal money exchange (6.1%) The high number of loan sharking cases shows that illegal lending to gamblers remains a serious problem despite efforts to stop it. New Rules Haven't Sparked Crime Wave Despite major changes to Macau's gaming laws in recent years, police report "no unusual organized crime activity" linked to these new rules. "The regulatory changes appear to be working as planned," noted an official quoted by Macau Business. "We haven't seen criminal groups trying to exploit the new system." The father of a 14-year-old Chinese boy, who was recently kidnapped and later found in Parañaque City, has ties to Philippine offshore gaming operators (POGO). The Philippine National Police (PNP) confirmed this on Wednesday. The teenager was discovered alone on Macapagal Avenue on Tuesday night. Authorities picked him up and took him to safety. Soon after, he was reunited with his father and brought to a hospital in Taguig for a check-up. They may have been talking about payment for the outstanding debt. That’s the lead that the AKG (Anti-Kidnapping Group) is pursuing,” said PNP public information chief Col. Randulf Tuaño in a media briefing at Camp Crame. Later, Tuaño clarified the family member in question was the boy’s father. “He is involved with the POGO industry. As of now, he is a big-time e-seller of all merchandise that can be sold online. What we are looking into is his former involvement with Pogos and his business associates at his e-selling merchandise business,” Tuaño added. Authorities are digging deeper into the case. They want to know if his business ties played a role in the abduction. Meanwhile, the PNP’s Anti-Kidnapping Group (AKG) reported 40 kidnapping cases from January 2024 to February 2025. Crimes Linked to POGOs Philippine National Police (PNP) chief Rommel Marbil said cases of kidnapping, illegal detention, cyber scams, and human trafficking have been found connected to underground gambling and online fraud, despite a ban on offshore gaming. Authorities continue to link POGOs to criminal activities and are pursuing those who failed to shut down before the December 2024 deadline. From January 2024 to February 2025, about 40 kidnapping cases were recorded, including 10 victims from China, according to PNP’s Anti-Kidnapping Group. PNP’s Commitment “The PNP will remain relentless in its efforts to curb criminal activities and dismantle networks that pose threats to peace and order. We are fully committed to upholding the rule of law and ensuring that perpetrators are held accountable,” Marbil said. Raids and Arrests In late 2024, President Ferdinand Marcos Jr. banned offshore gaming in the Philippines, leading to police raids in areas suspected of housing illegal POGOs. One raid in Parañaque City led to 450 arrests, just minutes from the country’s main airport. Meanwhile, authorities arrested six South Koreans and 15 Filipinos in a separate raid in Pasay in February. The Presidential Anti-Organized Crime Commission (PAOCC) is also preparing charges against local officials for failing to monitor illegal POGO activities. I am delighted to confirm that the 2025 Landmark Award winners are: EvenBet Gaming (20th Anniversary); Win Systems Group(30th Anniversary); International Betting Integrity Association (20th Anniversary); Novomatic Group (45th Anniversary); Aristidis Tsikouras, CEO of GeWeTe (25-years of service with the MERKUR Group); Pieter Remmers, founder-chairman of Assissa G4 (35-years dedicated to responsible gambling); Tracy Cohen, director of marketing at TCSJOHNHUXLEY (30-years’ service to the industry) and Jan Jones Blackhurst, board member at Caesars Entertainment and CEO-in-residence at the International Gaming Institute, University of Nevada Las Vegas (Pioneering leadership in gaming, politics and philanthropy). Reflecting on his Landmark, Pieter Remmers confirmed: “I’m very happy to receive this award. I’ve been in this business a very long time. When you look at my resumé, it seems like my career has been dedicated to responsible gambling, so it’s very gratifying to have my work recognised in this way.” Jason Foley-Train, head of International Development at the International Betting Integrity Association added: “We’re delighted to receive this prestigious Landmark Award from Clarion Gaming. ICE is a cornerstone of the gaming industry, and it’s an honour to be recognised by an event with such a rich history and enduring impact.” Since their introduction in 2019 over 50 individuals and organisations have been recognised with an ICE Landmark Award.
