The comments came shortly after PAGCOR launched its 24/7 National Problem Gambling Helpline, giving individuals and families affected by gambling-related problems access to confidential counseling, intervention and support.

Tengco told regulators, operators, investors and technology providers at SiGMA Asia that the gaming industry needs to strengthen safeguards as gaming technology and digital platforms continue to develop.


He said innovation should be accompanied by accountability and that industry progress should remain aligned with social responsibility and public welfare.


The emphasis on player protection comes as electronic gaming has become an increasingly important part of the Philippine market. PAGCOR reported that the country's gross gaming revenue (GGR) reached nearly PHP400 billion in 2025, up 6.39% from PHP372.33 billion in 2024, with electronic gaming contributing significantly to the growth.


However, the market has since shown signs of a slowdown.


Philippine GGR declined 15.87% year-on-year to PHP87.60 billion in the first quarter of 2026. Electronic gaming recorded a sharper 22.43% contraction during the period, which PAGCOR attributed to softer discretionary spending and broader economic pressures. Licensed casinos generated PHP44.52 billion, representing 50.83% of industry revenue.

24/7 gambling helpline expands player support

A key component of PAGCOR's responsible gaming efforts is its National Problem Gambling Helpline, launched on May 26 in partnership with the Seagulls Flock Organization Inc.


The helpline operates around the clock and connects callers with trained counselors for confidential assistance. It provides guidance, triage, psychological support and referrals for people experiencing gambling-related problems, as well as their families.

PAGCOR said the program is designed to provide immediate assistance while also supporting longer-term intervention through appropriate referral protocols.


The service is staffed by para-counselors and mental health professionals. At launch, 12 para-counselors were scheduled to work across three shifts, with the program expected to expand its capacity over time.


The regulator has also maintained player-exclusion mechanisms. Under PAGCOR's existing responsible gaming framework, individuals can apply for self-exclusion periods of six months, one (1) year or five (5) years, while family members can seek exclusion on behalf of eligible relatives.


Digital gaming increases the need for stronger safeguards

PAGCOR's latest comments reflect the regulator's broader concern over the rapid development of digital gaming in the Philippines. As more gaming activity moves online, responsible gaming measures need to extend beyond traditional casino environments.
