The Philippine Amusement and Gaming Corporation (PAGCOR) is targeting December 2026 to launch a mobile application designed to help players distinguish licensed online gaming platforms from illegal gambling websites. The initiative aims to strengthen player protection and make it easier for the public to verify whether an online gaming operator is authorised by the Philippine regulator.

PAGCOR announced the target on October 19, saying its planned application would support efforts to curb unauthorised online gambling. Chairman and CEO Alejandro H. Tengco said the platform would give players a more accessible way to identify legitimate operators and make informed decisions before participating in online gaming.

The announcement follows the regulator’s earlier commitment to introduce the application before the end of 2026. The December target now provides a more specific timeframe, although the project’s technical evaluation and implementation requirements remain important steps before the platform can be fully deployed.

PAGCOR gambling app development receives board approval

PAGCOR’s board of directors approved the application’s development and implementation on October 8. The decision included a proposed partnership with Development Bank of the Philippines Data Center, Inc. (DCI), which would develop, host, operate and maintain the platform.

Under the proposed arrangement, DCI would also provide technical support at no cost to PAGCOR. The agreement is intended to cover the application’s technical requirements while allowing the regulator to concentrate on its oversight responsibilities and efforts to combat illegal online gambling.

However, the project must pass a technical assessment before full-scale implementation. DCI is required to present a proof of concept for the application’s minimum viable product for PAGCOR’s evaluation and acceptance.

The six-month assessment will examine the proposed features, system architecture, security controls and overall feasibility of the platform. These checks are intended to help determine whether the application can meet the regulator’s requirements before a broader rollout.

PAGCOR has also retained the option to terminate the arrangement if DCI fails to address deficiencies identified during the evaluation period within a reasonable time.

The proposed partnership would run for five years and could be renewed through mutual written agreement. Its implementation must comply with applicable laws and regulations.

App aims to help players identify licensed operators

The planned application is intended to give players a straightforward way to check whether online gaming platforms hold the necessary PAGCOR authorisation. By making licensing information easier to access, the regulator hopes to reduce the risk of consumers using unauthorised services.

Tengco said the platform would help the public make informed choices and avoid illegal operators. The initiative places verification and consumer protection at the centre of PAGCOR’s broader enforcement efforts.

Playing through a licensed operator can also provide users with a formal channel for raising complaints and seeking redress when disputes occur. By contrast, customers dealing with unauthorised platforms may face greater uncertainty when attempting to resolve payment disputes or recover unpaid winnings.

The proposed application builds on PAGCOR’s existing online verification initiative, PAGCOR Guarantee, which was launched in June 2025. That website allows the public to check whether an online gaming provider appears on the regulator’s list of licensed platforms.

The mobile application would extend these efforts by providing another way for players to access licensing information. Its practical value will depend on the accuracy and timeliness of the information made available, as well as how easily users can identify the official application and understand its verification results.

Illegal online gambling remains a regulatory challenge

PAGCOR has continued to warn about the presence of unauthorised gambling websites accessible to users in the Philippines. During an August 2026 House Committee on Appropriations budget hearing, Tengco said around 50% of online gaming sites accessed in the country were illegal, highlighting the scale of the challenge facing regulators.

The proposed app is intended to help address that problem by encouraging consumers to check an operator’s licensing status before using its services. The strategy combines public awareness and easier access to regulatory information with wider enforcement measures against illegal operators.

PAGCOR has also been coordinating with the Department of Information and Communications Technology, the National Telecommunications Commission and the Cybercrime Investigation and Coordination Center. The agencies are working to strengthen action against unauthorised online gambling activities.

The regulator’s approach also involves addressing the channels used by illegal operators. Enforcement against these businesses can require coordination across digital infrastructure, telecommunications and cybercrime investigations, rather than relying solely on consumer warnings.

Although a verification tool could make licensing checks more convenient, its effectiveness will depend on whether users consult it and whether the information it provides is clear, reliable and current. The application’s launch alone would not establish how much illegal gambling activity it could prevent.

Data privacy and security safeguards required

The development agreement includes requirements covering data privacy, cybersecurity and information security. PAGCOR said the proposed partnership must comply with applicable legislation, including the Philippines’ Data Privacy Act of 2012.

Data-sharing and information security provisions will be incorporated into the partnership terms or addressed through a separate data-sharing agreement.

These safeguards are important because public confidence in a government-backed verification service will depend partly on how its technical systems and any information collected through the application are managed. The final implementation arrangements will need to reflect the applicable legal requirements.

The six-month assessment is also expected to examine the application’s security controls and system architecture. The evaluation will give PAGCOR an opportunity to identify technical deficiencies and assess the platform’s overall feasibility before full deployment.

The regulator has not established in its announcement that the December target guarantees a completed, fully operational release. The stated launch timeframe should therefore be distinguished from the technical assessment and implementation milestones that remain part of the project.

December launch would expand PAGCOR’s verification efforts

The planned PAGCOR gambling app represents another step in the regulator’s campaign to direct consumers towards authorised online gaming services. By combining mobile access to licensing information with existing verification resources and inter-agency enforcement, PAGCOR aims to make it easier for players to identify legitimate operators.

The immediate milestone is the targeted December 2026 launch. Before the application can be implemented at full scale, however, its proof of concept must undergo PAGCOR’s assessment, including reviews of security, technical feasibility and proposed functionality.

The partnership’s five-year term and provisions for data protection also establish a framework for the platform’s proposed operation. Its longer-term impact will depend on the reliability of its information, the quality of its security controls and whether consumers adopt it as part of their routine licensing checks.

For now, the December target signals PAGCOR’s intention to strengthen public access to licensing information as it continues its efforts against illegal online gambling in the Philippines.
