The IMF has called for urgent reforms to Cambodia casino ownership safeguards, citing gaps in beneficial-owner checks, fit-and-proper assessments and source-of-funds verification. The recommendations come as Cambodia prepares to strengthen casino licensing oversight, with many existing licences expected to face renewal around 2027. The proposed reforms could increase scrutiny of casino owners, directors, managers and the origins of funds used in the sector.
